Technical working table

The work carried out within the framework of the Quito Process by OREALC/UNESCO Santiago, the Education and Human Mobility Working Group, and Ministries of Education was reflected in the VI and VII Joint Declaration of the International Technical Meeting on Mobility Human of Venezuelan Citizens. In these declarations, the countries reaffirmed their commitment to advance in the production of data and in the implementation of a regional monitoring framework concerning students on the move. This framework was conceived as a support for the processes of design, implementation and evaluation of educational policy aimed at guaranteeing the right to education of people on the move.

Considering this mandate and within the framework of the Regional Strategy for UNESCO's response to the situation of people on the move, OREALC/UNESCO Santiago presented the Regional Monitoring Framework for Students on the Move. This framework aims at strengthening the planning and monitoring capabilities of Ministries of Education, thus strengthening educational interventions aimed at people on the move through comparable and quality data.

To advance in the implementation of this initiative, the Joint Declaration of the VII International Technical Meeting on Human Mobility of Venezuelan Citizens in 2021 proposed the inauguration of technical working groups comprised of regional Ministries of Education. The work of this body was conceived to foster agreements on the statistical indicators to be considered, as well as the necessary protocols for data treatment and incorporation into the Regional Framework. It is important to emphasize that this set of actions will be implemented considering the Framework of Thematic Indicators of SDG 4, the Education 2030 Strategy, and the indicators that the region prioritizes as relevant to the subject.

The work of the Technical Working Group was inaugurated on October 20, 2021, with the attendance of 40 participants from 19 countries from the region. The Group includes technical and professional teams from regional Ministries of Education, regional UNESCO education specialists, organizations from the Regional Education Group, and experts in education statistics and migration. The Working Group was divided for technical work into two groups: the first made up of the countries of Latin America, Cuba and the Dominican Republic and the second of the countries of the English-speaking Caribbean.
